Definition

eTenders.gov.ie is the Irish state's official public procurement platform, operated by the Office of Government Procurement (OGP). All contracting authorities (government departments, local authorities, semi-states, HSE, schools, universities, An Garda Siochana) must advertise procurements above the relevant thresholds on eTenders. Below-threshold supplies of goods and services follow lighter publication rules but are also frequently posted there. The portal hosts notices, tender documents, framework agreements (under which call-off competitions for shortlisted suppliers run), and award notices. Procurement above EU thresholds is governed by the Public Procurement Directives (2014/24/EU for goods/services, 2014/25/EU for utilities, 2014/23/EU for concessions) and Statutory Instrument 284/2016 transposing them into Irish law. SME suppliers can register on eTenders for free; many software vendors targeting the Irish public sector either bid directly, get included on a framework like the OGP ICT framework, or partner with a prime contractor that holds a framework place.
