ROS Integration - Which Accounting Software Connects to Revenue Online Service?
Revenue Online Service (ROS) is how Irish businesses file tax returns. The best accounting software integrates directly with ROS to file VAT3, PAYE, and corporation tax without manual re-entry.
Revenue Online Service (ROS) is the Irish Revenue Commissioners’ online platform for filing tax returns, making payments, and managing tax registrations. For Irish businesses, it is the central point of contact with Revenue - and the quality of your accounting software’s ROS integration determines how much time you spend on tax compliance each month.

What Is ROS?
Revenue Online Service is the mandatory electronic filing platform for the vast majority of Irish businesses. It handles:
- VAT3 returns - bi-monthly VAT reporting
- Payroll Submission Reports (PSRs) - real-time payroll reporting under PAYE Modernisation
- Revenue Payroll Notifications (RPNs) - employee tax credit certificates downloaded before each payroll

- Income Tax (Form 11) - annual income tax return for self-assessed individuals

- Intrastat / VIES - EU trade statistical returns
Access to ROS requires a ROS digital certificate, which is issued to the business (not an individual). You can authorise agents - such as your accountant - to act on your behalf through Revenue’s myAgent system.
Three Levels of ROS Integration
Not all “ROS integration” is equal. When a vendor claims ROS integration, ask which level applies.
Level 1: Export and Upload
The software calculates your VAT or payroll figures and exports a file in Revenue’s required format (typically XML or CSV). You then log into ROS manually and upload the file.
This is better than manual data entry but requires you to maintain your ROS login, keep your digital certificate up to date, and complete the upload step yourself each period. It is the most common form of “integration” among smaller platforms.
Level 2: Direct Filing (Software-Initiated)
The software connects directly to ROS using your stored digital certificate credentials and submits the return on your behalf from within the application. You review the return in the software, click submit, and the filing is done. No ROS login required.
This is what most Irish businesses want when they ask for ROS integration. Sage, Xero, and QuickBooks support direct filing for VAT3 at this level.
Level 3: Full Revenue Integration
The software integrates with multiple Revenue systems - VAT3, PAYE Modernisation (PSRs and RPNs), corporation tax, and income tax - all from within a single application. This is the highest level and is primarily the territory of Sage’s Irish products.
Platform-by-Platform ROS Integration
Sage Business Cloud Accounting and Sage 50cloud
Sage has the deepest ROS integration of any accounting platform available in Ireland. From within Sage, you can:
- File VAT3 returns directly to ROS
- Submit Corporation Tax (CT1) via ROS
- File Income Tax (Form 11) for sole traders
- Run full PAYE Modernisation payroll with automatic PSR submission and RPN retrieval (on plans with payroll)
- File RCT payment notifications for construction businesses

How to Set Up ROS Integration in Your Accounting Software
The setup process varies slightly by platform, but the general steps are:
Step 1: Get a ROS digital certificate If you don’t have one, register at ros.ie. You’ll need your business Tax Reference Number. The certificate is a .P12 file - store it securely.
Step 2: Authorise your accountant (optional) If your accountant files on your behalf, authorise them through Revenue’s myAgent service. They’ll use their agent credentials rather than your certificate.
Step 3: Configure ROS in your software In Sage, Xero, QuickBooks, or your chosen platform, navigate to tax settings and enter your VAT registration number, filing frequency, and link your ROS certificate (or enter agent credentials).
Step 4: Test with a review-only run Before your first live filing, generate the VAT return in the software and compare it line by line against your own records. This catches configuration errors before they reach Revenue.
Step 5: File your first return Submit via the software’s direct filing option. You should receive a confirmation from ROS - keep this for your records.
ROS Integration and Your Accountant
Many Irish businesses have their accountant handle all ROS filings. In this arrangement, you share your bookkeeping data with your accountant (usually via read-only access to your cloud accounting software), and they prepare and file returns on your behalf.
Even with an accountant handling filings, your software’s ROS integration matters - it determines how accurately figures flow from your books into Revenue’s systems, and whether your accountant can file efficiently or spends time manually rekeying data.
Ask your accountant which accounting platform they prefer. The majority of progressive Irish practices use Xero as a standard, with Sage dominant among more traditional practices.
