Definition

ROS (Revenue Online Service) is the Revenue Commissioners' secure portal for businesses, tax agents and employers. It is the only channel for filing most business taxes: VAT3 and RTD, Corporation Tax CT1, Income Tax Form 11 for self-assessed individuals, RCT contract and payment notifications, and PAYE submissions. ROS also hosts the Revenue Payroll Notifications (RPNs) that payroll software must pull before each run under PAYE Modernisation. Access is via a ROS Digital Certificate, a file-based credential that is tied to a specific user and computer and must be renewed every two years. Many accounting, payroll and tax software products integrate directly with ROS via Revenue's machine-to-machine APIs, letting users file returns without leaving the software; others export a ROS-compatible file that the user uploads manually. The Revenue MyAccount portal is separate and is intended for PAYE employees, not businesses.

Why it matters for software choice

ROS is the gate every Irish business tax return passes through. Accounting and payroll software that integrates directly with ROS removes a manual step, reduces transcription errors, and provides an audit trail of exactly what was filed and when. Software that only exports a file for manual upload is not disqualifying, but it adds friction and risk to every return cycle.
